GAY CHUNG
Gay Catherine Chung is an independent consultant specializing in windpower
and renewable energy risk financing and risk management.
She has over 15 years in the commercial insurance industry; including
over 10 years as a senior risk management and risk financing consultant
with both Marsh, Incorporated and Aon Corporation, the two largest international
insurance broking and risk management consulting firms in the world.
Her most recent responsibilities included management of Aon Zurich office's
Global Client (Fortune 1000) Group where she worked extensively with
wind energy project developers, turbine manufacturers, government export
credit funds, venture capitalists and financial institutions to fund,
develop and finance the risks of large wind energy projects in Western
and Southern Europe and North America.
Her technical expertise includes experience with the enterprise risk
management process of holistic evaluation and treatment of the broad
spectrum of a project's or corporation's risks. She has also structured
risk transfer portfolios in the financial and insurance markets, allowing
liabilities to be removed from balance sheets and strengthening the
creditworthiness of her clients. She is well-versed in credit enhancement
products, alternative risk financing methods and warranty coverage for
windpower projects.
Energy projects included a 200MW portfolio project in Germany, a 100MW
project in Wyoming, several smaller projects in Spain and Turkey, and
a 300-600MW wind energy project in Oregon and Washington states.
In December of 2001, Ms. Chung presented "Offshore Windpower Project
Finance - Credit Enhancement" in the Economics and Finance Section of
EWEA's Offshore Wind Energy Special Topic Conference in Brussels, Belgium.
This paper was published by EWEA in January of 2002. Ms. Chung also
addressed two Native American economic development conferences in 2002
and presented at a New York seminar on Financing Wind Power Projects
in March 2003.
Ms. Chung, born and raised in Hawai'i, honors her Kanaka Maoli (Native
Hawaiian) ancestors by supporting an independent and sovereign nation
of Hawai'i. In her native Hawai'i she is working pro bono on both the
strategic and grassroots levels to support rural communities' goals
for sustainable living combining traditional Hawaiian ahapua'a management
and renewable energy technologies. She currently lives and works in
Oakland, California.
